Title A Perspective on the New Global Order Building System under the New Cold War Era

Details Since the COVID-19 pandemic escalated the U.S.-China Rivalry, the global community has entered a phase of power shift called the New Cold War. In such a situation, it is an urgent challenge for the global community to develop the base system for the voluntary provision of public goods, such as global order. This paper applies the implications of evolutionary game theory and complex network theory to solve this problem. As a result, forming a cluster of cooperation between the G7 countries and China is necessary. The G7 countries and China must institutionalize the following three points in the base system. 1) An environment for repeated interaction must be created. 2) The basis of diplomatic negotiations must be reciprocity. 3) The most important thing is for the G7 countries to have a "reputation" as cooperative partners among their neighboring countries through cooperation.
