概要	Previous studies suggest that higher fuel prices generally reduce traffic. We argue instead that when expressways offer shorter routes than local roads, higher fuel prices may increase expressway traffic. Using 16.57 million hourly observations from the Hanshin Expressway in the Osaka–Kobe area, we find that higher fuel prices raise expressway traffic flows. Vehicles were classified into small and standard private cars and small, medium, and large commercial vehicles. Small private cars show higher elasticity (0.13) than standard ones (0.08). Large commercial vehicles show the highest elasticity (0.35), while medium (0.22) and small (0.21) commercial vehicles are similar. Additional analyses (peak/off-peak, weekday/weekend, medium-run effects, asymmetry) provide further insight for policymakers and managers.
