Details Immediately after its establishment in 1947, the CIA was criticized for failing to contribute to NSC policymaking and its reform was carried out under the leadership of the NSC. As a result of this reform, CIA director succeeded in making other intelligence organizations, such as State Department’s and three services’ intelligence, cooperate with CIA in producing intelligence analysis, which gave CIA analysis more authority.
