Details Since the latter half of 1950, the Truman administration, based on NSC 68, made rapid conventional forces’ buildup. This paper reveals that CIA faced some difficulties in making policy-makers use its intelligence estimates and played very limited role in this process. In addition, this paper considers the reasons why CIA’s estimates didn’t play an important role.
