Details	This article analyzes the organization of the business associations related to biotechnology and the evolution of the policies for the promotion of the industry related to biotechnology in Japan between 1980 and 2000. It concludes that industry have changed the kind of organization of its associations in order to establish a system of cooperation between industry, academia and government that is more flexible than the previous policy-making led by industry and públic officials. This is due to the realization that the old system was not suited for the characteristics of this new industry.
