Details Based on archival research, this dissertation examines what role the CIA played in the formation of the Truman administration’s strategy toward the Soviet Union. It reveals that CIA’s intelligence analysis was only partially used by policymakers. Considering the reasons CIA’s analysis wasn’t used, this author reveals the difficult position of the CIA in the foreign policy making circle under the administration.
