Details	評価手法におけるプログラム理論の一つである変化理論（セオリーオブチェンジ）、これを応用した「不変化理論」をこの研究では使用し、どのような発見がこの手法を用いてあるのかを分析した。適用対象としたのは東南アジアの対象国として実施された地球環境基金（GEF）を資金源とする気候変動緩和策のプロジェクトである。変化理論がプラスのアウトカムに対する予測を立てるのに対し、「不変化理論」は、特定の障害が取り除かれる活動がない場合、プラスのアウトカムが生まれない環境・状態を予測するものである。特定的な障害を推測し、それに不変化理論を適用することにより、事前そして事後評価において新たな発見があり、将来の気候変動緩和策におけるよりよい案件形成に寄与するものである。
