概要	当局側（関税局や入国管理局などを想定）が検査・捜査の確率を意図的に公表することで、法律違反を意図するものが違反を断念した方がその期待効用値を増すのみならず、当局側の期待効用値を最大にする場合があることを、ゲームの理論で言う査察ゲームの概念を活用して説明した。1回限りの完備情報ゲームを想定して説明した。
