Details	中東からの海上輸送路の安全確保はゼロサムではなく、グローバルコモンズであり、輸送路利用国家の利害が一致する。なので、現在にょうなゼロサム的見方を変換する必要がある。そのためには、何らかのフォーラムを設けて、認識を一致させる必要がある。日本が提唱して設置されたReCAAP(マラッカ海峡）などが参考になる。また、アデン湾における海賊対策を論じる中で、安保法制は良い効果をもたらすと論じた。
