概要	First, explained China's Arctic Policy as such as its first White Paper on the Arctic was issued in Jan. 2018. Then, explained the specific geological features pf the Arctic Sea, as it pertains to submarine activities. Then, explain the current deployment of the US BM systems and China's possible nuclear capabilities.
