概要	Liberal democracy seems to be in flux given the rise of China and also the unstable nature of the international order in which the US has had basic primacy. Multilateral institutions exemplified by the UN, esp. UNSC, are not functioning properly. Here comes the idea of minilateralism and minilateral institutions to supplant and support the malfunctioning multilateral institutions. By incorporating many minilateral arrangements to the multilateral setting, the world would be better saerved.
