Details	日本は非核政策のもとで究極的な非核の世界を目指すが、現状においてはアメリカの核に傘に依拠しているとの矛盾がある。日本の非核政策や関連する条約、そうした条約の締結努力を解説した。また、日本の全般的な原子力政策を説明したのち、日本が抱えている余剰プルトニウムの問題を核燃料サイクル政策の失敗の観点から取り上げ、これが核不拡散への懸念材料となっている。しかし、IAEAとの協力の下でその懸念の払しょくを図っている状況を説明した。
